Here is an excerpt from a message by Pastor John Verstegen given back on 3/24/2010 wherein he reads and gives the sense of a portion of scripture…much like in Nehemiah’s day--and much like all rightly dividing, faithful grace teachers do today.
Nehemiah 8:8
So they [the Levites] read in the book in the law of God distinctly, and gave the sense, and [it] caused them [“the congregation both of men and women, and all that could hear with understanding,” earlier in verse 2] to understand the reading.

Consider what the following portion of scripture ‘doesn’t say,’ but does reveal about God…
Acts 17
24God that made the world and all things therein [God is the Creator], seeing that he is Lord of heaven and earth [God is the Ruler of all the universe], dwelleth not in temples made with hands [God is omnipresent—He can’t be limited];

'Per chance' they find Him, it’s NOT by accident] they might feel [since men are not to walk by sight, this gives the sense that since men are spiritually blind; consequently they have to ‘feel’…] after him, and find him [God is the one that wants man to find Him; He’s set it up so that He can be found…], though he be not far from every one of us […and they don’t even have to look very far! Therefore, God’s word is locatable, findable, accessible, and available—we can receive it!]:
It’s so exciting to study and understand the Bible. There is much to learn...and so little time!
Thank you, Father God, for not only revealing yourself in your Creation but graciously providing your words, perfectly preserved, so that we may come to the knowledge of your truth. Amen.
